1991-2001 4.0L spec is 39-41 psi key-on, ~45 psi at WOT. Test port on fuel rail (1991-1995) or use schrader adapter. Below spec = pump, regulator, or filter.
Fuel pressure spec for the HO 4.0L is 39-41 psi at idle with vacuum applied to the regulator, rising to roughly 49 psi at WOT (no vacuum on regulator). 1991-1995 XJ has a schrader test port on the fuel rail; 1996+ removed the port - you must T into the fuel line at the rail to test. Renix has a different spec (around 31 psi). Symptoms of low fuel pressure: hard hot start, hesitation under load, stalling under hard acceleration. Symptoms of high pressure (failed regulator): black smoke, poor mileage, rough idle. Test procedure: pressure gauge on the rail, key on (pump primes), watch for 39+ psi. Pressure should hold steady when pump cycles off. If pressure drops more than 5 psi in 5 minutes after shut-off, fuel pressure regulator or pump check valve is leaking. Diagnose pump vs regulator vs filter by isolating each (pinch off the return line to ID a stuck-open regulator).
