Factory tow hooks are not rated for kinetic recovery. Welded or bolt-on D-ring mounts to the frame rails are the right answer.
The OEM front tow hooks on XJs are designed for slow, static towing — not for kinetic recoveries with snatch straps or kinetic rope. Under a hard pull they bend, tear, or rip the unibody. The fix is shackle mounts that bolt through or weld to the frame rails ahead of the radiator support.
Options: aftermarket steel front bumpers from JCR, Iron Rock, Rusty's, M.O.R.E., Rock-Krawler etc. typically include integrated D-ring tabs welded to the bumper which is itself bolted/welded to the frame. Standalone shackle mount kits exist for keeping the OEM bumper while gaining real recovery points (e.g., JcrOffroad XJ Crusader tabs).
Use 3/4" rated screw-pin shackles or soft shackles. Avoid no-name unmarked shackles.
