On a pre-1997 XJ the fuel filter is a $20 canister strapped to the driver's-side frame rail and it is one of the highest-payoff hours you can spend on a neglected truck. On a 1997-2001 XJ there is no serviceable filter under the truck at all — it lives on the pump module inside the tank, and that changes the whole job.
A clogged filter starves the engine exactly when it is asking for the most fuel: climbing a grade, pulling a trailer, or crawling out of an obstacle with the throttle open. The classic symptoms are a stumble or flat spot under load at highway speed, hard hot restarts, long cranking, and a top end that feels like it hit a wall. The filter also protects the pump — a restricted filter makes the in-tank pump work against pressure it was never meant to see, and a pump that runs hot and loaded dies early. Replacing a $20 filter is cheaper than the $200 pump it kills.
Know which system you have before you buy anything, because the three eras of XJ fuel filter are three different jobs.
1987-1990 (RENIX). Inline canister filter clamped to the inside of the driver's-side unibody frame rail, roughly below the rear seat and forward of the fuel tank. Rubber fuel hose on both ends with worm-gear clamps, and one 10 mm bolt through a strap holding the canister to the rail. This is the friendliest version of the job — hose clamp pliers, a socket, and a drain pan. RENIX trucks have no Schrader test port on the fuel rail, so pressure relief happens at the pump relay, not at the rail.
1991-1996 (HO). Same location on the driver's-side rail, but the lines are nylon with plastic quick-disconnect retainers instead of rubber and clamps. You need a fuel line disconnect tool set (5/16 in. and 3/8 in.) — trying to pry the retainers with a screwdriver splits them and turns a half-hour job into a fuel line repair. These trucks do have a Schrader valve test port on the fuel rail under the hood.
1997-2001. There is no external filter. The filter is combined with the fuel pressure regulator into a single unit that sits on top of the fuel pump module inside the tank. Chrysler listed no service interval for it. Servicing it means dropping the tank; the filter/regulator can be pulled off the module without replacing the whole module once the tank is down, but the labor is identical either way. If you are already dropping the tank for a pump, replace the filter/regulator at the same time and never touch it again.
Pre-1997 owners: 30,000 miles is a sane interval, and any truck with unknown history gets one immediately. If the old filter pours out dark, gritty fuel when you drain it, shorten your interval and look hard at tank condition.
Steps
Set up for fuel safety. Work outdoors or in a well-ventilated bay, away from any pilot light, heater, or grinder. Fire extinguisher within arm's reach, safety glasses on, nitrile gloves. Run the tank low if you can — less fuel means less spill and less weight, and it matters a lot if you end up dropping a 1997+ tank.
Relieve fuel pressure. Remove the fuel filler cap first to vent tank pressure. On 1991-2001 trucks, pull the cap off the Schrader test port on the fuel rail, wrap a rag around it, and depress the valve stem with a small screwdriver or pin punch until pressure bleeds off. On 1987-1990 RENIX trucks there is no test port: pull the fuel pump relay from the Power Distribution Center, start the engine, and let it run until it stalls, then crank a few seconds more. Either way, disconnect the negative battery cable when you're done.
Get the truck up and find the filter (pre-1997). Ramps or jack stands on level ground — never a jack alone. Look along the inside face of the driver's-side unibody rail, roughly under the rear seat area and ahead of the fuel tank. The filter is a steel canister in a strap with a single small bolt through it. Wire-brush the strap bolt and hit it with penetrating oil now; on a rust-belt XJ that bolt will shear if you go at it dry.
Note the flow direction before anything comes apart. The canister has an arrow stamped into the steel showing fuel flow. Inlet is the tank side, outlet is the engine side. Photograph it in place. Installing a filter backwards is the single most common way this job goes wrong, and it starves the engine worse than the clogged filter you removed.
Position the drain pan and disconnect the outlet (engine) side first. Even after a proper pressure relief there is residual fuel in the lines and in the canister — expect a cupful. On 1987-1990, back the worm clamp off and twist the hose free with hose clamp pliers holding the other side. On 1991-1996, slide the correct-size disconnect tool over the line, push it squarely into the fitting to release the retainer fingers, then pull the line straight off without cocking it sideways.
Disconnect the inlet (tank) side. Same method. Keep a rag over each fitting as it comes apart. If a nylon line's plastic retainer is cracked or the line end is scored, replace that line end now — a weeping fuel line under the floor is not something you drive on.
Remove the strap bolt and drop the filter out. The bolt is small; work it slowly and back it off a turn if it binds. Drain the old canister into the pan and set it aside — look at what comes out. Dark, varnished, or gritty fuel means the tank is contaminated and the new filter is on a clock.
Fit the new filter with the arrow pointing toward the engine. Match your photograph. Seat it in the strap and snug the bolt — roughly 70-100 in-lb, enough to hold the canister firm without crushing the strap or deforming the can. Anti-seize on the bolt threads pays for itself the next time.
Reconnect the lines. On quick-connect fittings, push the line straight on until you hear and feel the retainer click, then pull firmly to confirm it's locked — a fitting that looks seated but isn't will blow apart under 31+ psi. On clamp-style connections, use new fuel-rated hose if the old ends are cracked or swollen (SAE 30R9 or better; ordinary vacuum or heater hose will fail with fuel in it), and position clamps past the barb.
Prime and leak-check. Reconnect the battery, install the fuel pump relay if you pulled it, and cycle the ignition key to ON for about three seconds and back OFF, three or four times. That runs the pump without cranking and refills the filter. Then get under the truck with a light and look at both fittings before you start the engine.
Start it and check again. Run the engine and inspect both connections for weeping. Any dampness at all means shut it down and redo that fitting. Take a short drive, then check a third time once everything has been under heat and pressure. Optional but worthwhile: put a gauge on the rail test port before and after — a healthy 1991-1996 truck holds roughly 31 psi with vacuum on the regulator, and a 1997-2001 truck runs near 49 psi. A big before/after jump confirms the old filter was the restriction.
1997-2001 only — the tank has to come down. Run the tank as low as you can, relieve pressure, disconnect the battery, support the tank with a transmission jack or a floor jack and a wide board, then disconnect the filler neck, vent hose, pump module electrical connector, and fuel lines before unbolting the tank straps. Lower it enough to reach the module, rotate the locking ring off, and lift the module out carefully so the float arm and sending unit don't bend. The filter/regulator unclips from the module. Reassemble with a new lock ring gasket, and prime and leak-check exactly as above.
Why it works
The cheapest meaningful fix for XJ hesitation-under-load and hard hot starts, and often the first thing to try before condemning a pump or injectors
Pre-1997: roughly $20 in parts and under an hour with hand tools, no special skill beyond fuel safety
Extends in-tank pump life by removing the restriction the pump is fighting
Draining the old canister gives you a free look at what's actually in your tank — a cheap diagnostic on any truck with unknown history
Trade-offs
Pre-1997 rust-belt trucks routinely shear the strap bolt, which turns the job into drilling and tapping a rail
1991-1996 quick-connect fittings need a $12 tool; improvising splits the retainers and can leave you with a fuel line repair instead
1997-2001 has no external filter at all, so the same maintenance means dropping the tank — realistically a half-day and worth pairing with a pump replacement
Fuel work carries real fire risk and produces a mess; if you can't work ventilated and away from ignition sources, this is a job for a shop
A filter installed backwards or a fitting that isn't fully latched creates a problem worse than the one you set out to fix, so the verification steps are not optional
